Nampa, Caldwell look to edit boundaries

Both the City of Nampa and the City of Caldwell are expected to grow in the coming years. And both cities are planning how they will split land as it is developed.

In order to do this both cities are working to redraw the boundaries of their respective areas of impact.

These areas are not part of the city, as the land hasn't been annexed. Canyon County currently has full control of the lands into which the two cities want to expand their areas of impact.

An area of impact is a conceptual plan which takes into account which municipality can best serve homes, businesses, or any structure in a particular area, should that area be developed.

Part of the plan involving Caldwell and Nampa includes the swapping of certain parcels of land on the border of the two cities from one city's area of impact to the other's.

Some of these plots of land are split into two sections; a Nampa side and a Caldwell side. Those particular areas will be designated to the city which can most easily provide the structures with water and sewage utilities.

Other border plots have already been annexed into a particular city or are served by a city's Urban Renewal Agency. These lands will be designated for the city of which they are already a part of in one way or another.

Overall the goal of redrawing these lines is too eliminate current confusion and prevent future confusion among residents, business owners, and developers,

"When development occurs everything is smoother and everybody knows what is expected and whose rules are going to apply and all that sort of thing," Norm Holm, the director of Nampa Planning and Zoning said. "So that's the benefit, it's long range more than current."

There are a few opportunities for people to voice their opinions of the plan to redraw lines. The dates and locations are below.

The city of Nampa will hold the first public hearing March 22 at 7 p.m. in City Hall Council Chambers, 411 3rd St. S.

The city of Caldwell will hold its public hearing April 12 at 7 p.m. in the Community Room at the Caldwell Police Station, 455 110 S. 5th Ave.

Canyon County's hearing will be April 21 at 6:30 p.m. at County Administration Building public hearing room, 111 N. 11th Avenue, Caldwell.
